Requirements:

Mercafir S.c.p.a., a publicly controlled company, requires a strategic tool capable of guiding decisions regarding the redevelopment of the market area and supporting the decision-making and participatory process outlined in the Municipal Operational Plan. The primary need is to have a structured framework of analysis and scenarios that would allow for the evaluation of sustainable development options, governance models, and future needs, reducing uncertainties and strengthening the role of the market within the urban and agri-food system.

Results:

The project defines a shared strategic scenario based on the establishment of a publicly controlled company tasked with owning, developing, and enhancing the northern and southern lots of the Mercafir complex.

The scenario provides for the functional separation of land uses and the creation of an integrated ecosystem linking the produce market, agri-food logistics, and food processing activities. The key elements of the economic-financial model were also outlined, based on market-based rents, surface rights, and energy production from renewable sources, providing a solid technical foundation for the subsequent implementation and decision-making phases by the Public Administration.

Characteristics:

The project is characterized by a structured and progressive approach to strategic planning, aimed at supporting the public decision-making process through an integrated analysis of Mercafir’s assets, regulatory framework, and development prospects. The work combines economic and financial analysis, asset and infrastructure valuation, a review of the concession framework, and an in-depth examination of potential land uses, clearly distinguishing the different purposes of the lots and their related operational and management implications.
